Specialist procurement advice without the consultancy overhead
Getting the Procurement Act 2023 right and defending it when it's questioned. The Procurement Act 2023 has been in force since February 2025. It brought new obligations that catch out even experienced teams: assessment summaries that must explain the reasons for the decision, a widened set of transparency notices, tighter conflict of interest requirements, and a modifications regime that no longer works the way regulation 72 did.
Compliance support. Procurement strategy and route to market advice, including framework and dynamic market options. Tender pack drafting for the open and competitive flexible procedures. Evaluation model design and moderation. Contract modification assessments. Below-threshold and light touch regime advice. Procurement policy and procedure documents written for your organisation, not lifted from a template though I have many to hand!
Challenge management. Most challenges arrive during standstill, in writing, and with a short clock. I help you assess what's actually being alleged, separate a genuine procedural issue from an unhappy bidder, gather and structure the audit trail, and draft a response that holds up. Where the process does need to be paused, terminated or re-run, I'll say so and set out how to do it properly under sections 55 and 56.
The best challenge response is the one you never have to write. Much of my work is building the evaluation records and documentation that make a procurement defensible before anyone thinks to question it.
